Sorry for the false alarm! Someone pointed out to me that I interpreted the request incorrectly. While you can now select objects both in the artboard and on the pasteboard, you cannot yet select objects on the pasteboard and complete artboards themselves.
How is this issue resolved? I updated to the latest version of XD then I tried clicking and dragging to select both pasteboard objects and artboards, but they still cannot be moved together.

I have to use a workaround because this feature does not exist. Currently, I have two files for every project: 1 working file and 1 sharing file. The working file contains all variations and iterations. The sharing file only contains artboards from the working file that are ready to be shared. This means I have to copy artboards from the working file to the sharing file; sometimes this is tedious when going through rounds of small revisions and there is a greater possibility of error. If I could exclude artboards when sharing, I think I could just use one file for all of my work and sharing.

+100 Managing shared links is so difficult with XD. Due to how XD works currently, sometimes I need to create new links for prototypes, and this results in the old links becoming outdated. Since there's no way to redirect old links, managing old shared prototypes becomes untenable. If there was version control, it would allow me to make sure that everyone with a prototype link has the most recent version since the link would always be the same.
