Set Border Radius Value on a Box
When I'm creating a button and want to add 4 px rounded corners to it, instead of guessing what 4px looks and dragging the cursor like I would like to be able to enter that the corners should be 4px in the sidebar near where the height and width are set.
You can already do this in the property inspector in the Appearance section. The corner controls are right underneath the opacity controls and above the Fill. Let us know if you need more than this!

In Adobe XD, I have set my corner radius and saved the rectangle as a component.
However as a Component, the corner radius setting disappears, both from the object and the property inspector.
So how does one change the corner radius of a Component ? -

But once you make it part of a repeat grid, this capability seems to disappear. Is this the intended behavior...only able to edit corner radius prior to making it a part of a component or repeating grid?

You can already set this in the property inspector in the Appearance section. Here you will see a corner radius icon with a field you can edit..if you click the multiple corner toggle you can enter values for each corner individually as well.
