The reason we lock a layer is because we can peacefully work on other objects underneath and above it. Using layers to select them, even after we lock the object above is not the right way.
For example, to move an object using your mouse, you will click on it and drag (i shouldn't have to tell you guys this). But, with a locked layer above that object i cant do that, only way is keyboard arrows or the x and y values. How is this user friendly.
Plus, using layers to unlock objects are better way as we have chosen to lock that object, so that we can work on others.
