I have switched to the Arabic version of Indesign 2022 ver 17.1 on Windows 11, per support suggestion. However, even switching to the Arabic version remedied the fixed-flow ePub creation. I can easily create print files and even reflowable ePubs. But no luck with the fixed-flow ePubs. It seems like the ePub engine picks the first letter of each line pastes it to the left of the page and omits the rest of the text on each line.
