    For shared online prototype, add a toggle between the existing Comments section and add a Functional Descriptions section so all users can toggle between the comments and the functional elements. (Perhaps let users adjust numbering; ie: 1.0, 1.1 to group steps of a functional element ) Limit edit access to Functional Descriptions to designers/developers only, but provide read access for client.
