Totally agree!!! I really like 90% of the features of Adobe XD, but this is a deal breaker for us because of the same reasons stated in the summary.

My use case for collections of artboards is I collect inspiration and other things that can inform my designs on a separate, let's call it a "page." Then, for each of my iterations, I keep that specific collection of artboards on their own page in case I need to grab a widget I already created, or to remember the rationale for why we went a certain design direction. Having everything on one file is super helpful.
This is especially necessary if Adobe XD does not support an infinite canvas once an artboard is created. (which should also happen).
