Thanks for sharing the feedback. For the plugin to work, the URLs listed on the support page - https://helpx.adobe.com/xd/help/jira-add-on.html need to be whitelisted not only at the Jira instance level but also at the network firewall level.
You might have to get in touch with you network and Jira admins to get these URLs whitelisted. Once these URLs are whitelisted in both of these, you should be able to use the plugin.

To help us identify and resolve the issue, it would be great if you could please share some more information with us. We would like to know some details about –
Console – Can you please share console logs of when you experience this issue. Here are the steps to retrieve console logs from browser.
Project Configuration - What are the project configurations : Type of Project, Type of JIRA ticket to which you are attaching the link.
User permissions - Do you have edit permissions in the project?
XD links - Are you experiencing issues while attaching all XD links or some specific links? If its later, is it possible to share a sample link with us?

Thanks for sharing the feedback. Apologies to hear that you are unable to see the plugin. To be able to use the plugin, it would help if you could check -
1. Whether the plugin has been deployed in the Jira project that you are using. You may ask you Jira administrator for this.
2. If it has been deployed in the project that you are working on, you will have to enable the plugin in that Jira issue using (...) menu. Read more here - https://confluence.atlassian.com/adminjiracloud/managing-apps-776830283.html

Thank you for sharing your feedback. We would like to better understand your use case. Do you want to just share a specific portion of your design/prototype in Jira and not give the collaborators the access to rest of your published prototype/design spec?
