I know I'm late to this thread, but you can easily overcome this issue by using 'em' units for the letter spacing in your CSS. Just divide by 1000 the value in your XD and you're good to go :)
Ex. :
XD: letter spacing: -10
CSS: letter-spacing: -0.10em
It doesn't change the fact that Adobe is a shitty software company that can't even continue to maintain and add community asked features to an overprice XD software.
