not sure if it's a bug of implementation or design -
when using alt+drag to duplicate an artboard, the new one is added on top of the first one in the artboards, thus appearing first on the exported PDF.
I'd assume that when building a flow, in 99% cases you duplicate your artboard in order to build the next step.
