Crazy that this was requested in 2017, which as of this writing is 3 years ago. XD needs to have a robust animation timeline, much akin to Principle's timeline that allows the user to customize their animations.
They also need to make compatibility seamless between Principle and Adobe XD since clients have production pipelines that may support one over the other.

Hi,
The feature that allows you to control the position of stroke: inside/center/outside was started and it will be available in the future versions of Adobe XD. Will let you know once the feature becomes available.

DEFINITELY need this. As others have said, After Effects does this well with its ability to transform a layer's Anchor Point to any position, thus altering the origin point for scale, rotate, and transform - making for a slew of animation possibilities.
