PC and Mac sync of Cloud Document isn't working
I am a contractor working on a PC, but the company I work for is a Mac environment. We have a master document that we commit to around a weekly basis.
I'll add my artboards into the master doc, wire them up, and save the file. I'm connected to the Cloud and am syncing according to the CC app. However, when coworkers on their Macs open up the doc, they don't see my work. Yesterday, a day passed and we still couldn't get a sync to happen correctly. I uninstalled XD. Signed in and out. Saved and waited. Saved and closed. I even found out how to clear XD's cache in the Local folder of my C drive.
Finally, I walked over to a Mac and pushed a text box over by a pixel and saved. My laptop then got a push overwrite! If I hadn't saved a local copy, I would have lost all my work. We then sent my local copy over to a Mac via Slack and then copy/pasted the entire document in Prototype mode to regain normalcy.
I doubt there are many hybrid OS environments, but this needs to be tested for. Somehow, Macs are pushing syncs immediately whereas there's some hangup with my PC. Is there any way to force a sync on a specific document?

I was unfortunately able to replicate this today. My boss owns the XD file and uses a Macbook Pro, but I'm the one editing it constantly on my Windows 10 Enterprise PC (Version 1809, OS Build 17763.615). I've been working on it every day and saving it frequently, but on his end, the file says "Last modified 7 days ago".
I opened up the same file on both laptops. I moved something on my laptop and saved. His version of the file did not come up with a dialog box indicating revision. So I got on his Macbook and moved added a rectangle shape to an artboard and hit save. Almost immediately, my PC was told that there was an update to the file. My file then reverted to what it was 7 days ago. If I had not been saving local backups every day, I would have lost 7 days of work which would have been a tremendous loss.
I then had to open up my backup file on the Macbook and copy/paste those artboards into the master file.
My current theory is that syncs are happening fine when they're small. Add a shape here and there. When it's substantial, such as creating a new user flow with several artboards, the sync doesn't happen.
Let me know what else you need from me.

Thank you for posting your issue.
We have tried this scenario from our end multiple times but didn't see this issue. It looks like something strange is happening at your end. Can you please try with a different system using the same account and let me know if it's still happening.
Also kindly share your OS details.
