Seriously? No update on this? I totally figured this would be part of XD by now...

XD is really falling behind Sketch and the new Invision Studio. I am going to try Studio next go around. XD is super slow to add these much needed features. I tried the XD experiment and it has failed me.

Seems a strange feature to leave out, imagine interaction design without the hover effect! - it's everywhere including this page

No rollovers OR layered artboards? Perhaps it's time to hire more resources? Adobe your a monster sized company... you can do this!

I started to work with Adobe XD , and I miss a lot of functionalities, including the hover effect. I think this software it's half finished... :(
