Fix Position While Scrolling for Elements in Component States
Inside a component state, select an object and a "Fix Position While Scrolling" checkbox appears on the right menu where it usually is for base-level elements on an artboard. When selected, the element stays fixed on the artboard while the rest of the component scrolls.

I need this as well. I'm making a pop-up menu where the background of the menu (the wave shape on the left) should scroll with the rest of the web page, but the contents of the menu (here illustrated as grey rectangles) should have a fixed position.

Hi I also have this request. This becomes particularly relevant when working with component states on fixed items that will change in appearance based on interactions on non-fixed components.
Example
I have a text-input field that should populate with the name of a chat participant when tapped. I cannot achieve this because I have to put the tap rectangle for the participant into the component of the text input (one should be non-fixed and one should be fixed) but instead i can only fix both or fix none which doesn't work. -

Hello - I've got similar problem/request. When I'm closing component with "Fixed Position While Scrolling" within another component it looses it's fixed position parameter. I'm trying to create the app with scroll calendar which has floating CTA button appear when the date is selected. I'd like that floating CTA to be sticky but when I encapsulate it within the component of whole calendar, it looses its fixed position parameter. Hope that explains it a little.
