We already have this feature. You can use Cmd+K to create a new symbol. Read more about it here at the documentation: https://helpx.adobe.com/experience-design/help/symbols.html

I mean, we have shortcuts to create a group for example -> cmd+g , but i didnt found any shortcut to create a new Symbole :)
