it 1809 (Windows Insider), but has been with me even before I joined the Insider program.
The problem occurs on every file I try (existing ones, new ones etc.).
The steps are easy:
1. Open a file, or have one already open.
2. Click an element.
3. Try to drag it from the layers menu.
4. XD interprets it as a means to drag an element out of XD and minimises itself, so I have to hold the file while getting back the window.
Find a GIF of what I just described here: https://imgur.com/a/ezRtprq .
I have a two-monitor setup at work. Tried it on a different computer with only one screen attached and couldn't reproduce it. Yet, not much different between the two computers apart from that.
All the best

The team is actively looking at this. In simple cases (install font manager, work in new files) things work as expected. We’re trying to isolate the scenario that shows at what point things stop working.
If you see this and have steps to reliably reproduce, let us know! My sincere apologies for the inconvenience.
Another 'Me, too' here, and even re-starting XD after a font has been activated doesn't work. However, if I re-start XD a lot later again, the fonts are finally there. Strange!
