Not Able To Install Any Plugins
I am unable to install any plugins in the October 2018 release version of XD
This issue is no longer observed in the latest release, XD 14. I encourage you to update.

So I've just installed XD today (v184.108.40.206) and found I have ran into the same issue I am guessing, having been connected to an enterprise network and my own network I seem to be shown the plugin window saying "Something went wrong, please close this window and try again". This is on a windows 10 Enterprise machine, version 1803, OS build 17134.345. I have tried adding a plugins folder following Nina's suggestion and restarted but this hasn't solved the issue.

Hi, I got the same issue. Cannot download and install any plugin in the Oct 2018 version of XD. I'm using MAC Machine and my home network.
It seems as though the plugin downloads are being blocked on my enterprise network.....So...there's that....
I solved this problem by creating a folder called "plugins" inside "/Users/<username>/Library/Application Support/Adobe/Adobe XD CC" - initially the Adobe XD CC folder was empty in my case. After adding the plugins folder I can install all the plugins.
As of today, I am now able to install the plugins. However, I am on my home network and not my enterprise network.
Not sure if that was the issue or not but it seems to have resolved itself without any effort on my part.

Thank you for reporting the issue. To help us investigate it further, can you please confirm your current internet connection speed. Also, from the screenshot it looks like you are using a MAC machine, so can you please perform the following steps.
1. Check whether you have access to this folder "/Users/<username>/Library/Application Support/Adobe/Adobe XD CC/plugins", if you do not have write access please provide that and try again. You can refer to: https://support.apple.com/kb/PH25287?locale=en_GB , for help.
Relaunch XD, launch Plugin Manager and try to install any plugin. If the problem persists, then refer to step2.
2. Create a file “plugin-manager.log” at “/Users/<username>/Library/Application Support/Adobe/Adobe XD CC/uxp_plugin_settings/com.adobe.pluginManager”.
• Relaunch XD, launch PluginManager and try to install any plugin.
• open console.app (Press Command + space -> Type Console -> Press enter). Type “Adobe XD" in search bar, press enter, copy the logs and send it across (you can mail them to my id: firstname.lastname@example.org)
And as Nina asked, can you try it on a faster network and also tell us which region you are accessing it from.

Got the same issue, I can't install any plugin but my colleague just near me can. We are in the same network.
Any suggestion to solve this issue?
Same here, getting the "Something went wrong. Please try again" on Mac Version 220.127.116.11 at every plugin I try to install.
I tried it both with my private Adobe ID (Starter) as well as with my enterprise one (full CC).
I'm in my home network, Mac OS 10.14

I run Adobe Xd 18.104.22.168 (Starter) on Windows 10 Home Edition.
I'm only able to see the plugins inventory from the Home window. Once within a project, I click on the hamburguer menu > plugins > discover plugins... All I come across is "You're disconnected. Check your network connection. Then close this window and try again". My internet connection was fine all the time. I tried closing and opening Xd several times but it still remained the same.
Still not working. Restarted XD multiple times. Is this an enterprise, authentication issue? Would these downloads be getting blocked by my company?
I am still at work, so I am unable to try them on my home network. But I will share those results when I get home.
